The League of Legends patch 25.S1.3 preview disclosed extensive revisions to the abilities of many champions. Riot is attempting to walk the fine line between the ADC satisfaction that the right level of support power brings and the fun level of the role of this, with the new changes intended to cut down some high-impact support items to stem their overall damage output within the game.

Matt Leung-Harrison spoke out on the new Bounty system:

“We’re further reducing the value of bounties when a single player tries to claw the game back while carrying on the losing team.”

The next patch also rebalances Dragon Souls a little. While Cloud Soul is now seen as the weakest supporter by most solo queue players, highly skilled or professional players consider it the strongest. Another point is that everybody agrees this Chemtech Soul, generally speaking, is underpowered. Their effects are going to change to guarantee the better.
